Working Hard for Measure to Enable
Cities to Form Bands.
Holten's band bill, which would permit any munic-
ipality in Illinois to levy a tax not to exceed two mills
for the maintenance of a municipal band, will come
before the House committee on municipalities in
Springfield this week.
The measure, introduced by Frank Holten, of East
St. Louis, is designed to permit every city the size
of East St. Louis or smaller to maintain its own city
band. Representative Holten, who is working hard
for the measure, says:
"It is the same as one presented in both Houses
last year. That bill passed through the House, but
was hung up during the last few Senate sessions be-
cause of the rush of time. I have changed my bill
this year so as not to touch on points which were
objected to during the last session.
"To have the municipal bands back will be one of
the best things possible for the kids who are now
learning to play instruments. Now there isn't any-
thing played but jazz music, and that isn't enough to
encourage children to work toward better things."
The bill provides that in municipalities of over
1,200 inhabitants the tax shall be in addition to the
amount authorized to be levied for the general pur-
poses as provided by Section 1 of Article VIII of
Cities and Villages Act and shall not be included in
the aggregate of all taxes required to be reduced
under Section 2 of the Juhl law. Five per cent of the
voters may petition the council of any city to submit
the adoption or abandonment of this act to the voters,
according to Holten.
EVANSVILLE STORE REMODELED.
