waiting for a Moses to lead them out of the
wilderness and into the Canaan of plenty. The
manufacturers and the merchants have alike
had their opportunity and have failed either
to see or to take advantage of it. The pro-
fessional musicians are in an equally hopeless
condition. They are, in fact, even more hope-
less, for in the nature of the case they are
individualists to a man (and even more to a
woman). The tuners in their turn have shown,
and despite many mistakes, many blunders and
much loss of time in internecine warfares con-
tinue to show, themselves the best group-
workers of all. They perhaps can do what the
others seem totally unable to accomplish. At
least it is worth trying.
A Proposal
Suppose that at their forthcoming conven-
tion the tuners should adopt a unanimous
resolution, after fair and free debate, propos-
ing the immediate formation of a National
Musical Council, to be composed of the makers
of music, the makers of musical instruments,
the sellers and the technical experts. Let the
existing associations, whether they represent
the professional or the business end of music,
be invited to send delegates to a national con-
gress, at which the whole question of the
future of music, as art, as business, as cultural
accomplishment, may be discussed. So far as

I know, there is no such proposal before the
music industries, although the .professional
musicians have frequently made abortive at-
tempts in this direction. I can see no reason
at all why the tuners should not be able to
start the ball rolling. Someone must do it.
Why should not the tuners take the initiative
once more, in these difficult times? They have
done this before. Let them do it again.
I have great respect for President Boe and
for his fellow directors and am sure that they
sense the crisis at which their affairs, in com-
mon with those of the manufacturers, sellers
and players upon musical instruments, have
arrive'd. The way out undoubtedly lies in the
direction of a general alliance among all the

interests involved, professional, commercial and
technical. The professional and the com-
mercial interests confess their inability unaided
to deal with the situation. Let the technical
men now grapple with the facts and see what
is to be done about them.
