bill now before the House Patents Committee.
Dealers in many lines are opposed to the
measure, at least in its present form, the com-
mittee has been told, but have never been
given an opportunity to show how such legisla-
tion would affect them. In many lines, accord-
ing to Representative Bloom, of New York, a
member of the committee, the bill might make
retail merchandising most difficult through the
effect upon the retailer of violations by manu-
facturers.
The bill contains provisions to safeguard re-
tailers from prosecutions under certain condi-
tions, but, it is pointed out by Mr. Bloom, it
would be possible for merchandise in the hands
of retailers to be seized and, further, the retailer
might find himself greatly embarrassed by an
inability to secure goods he had ordered be-
cause of the operation of the law.
"I am not opposed to legislation of the type
sought, but to the manner in which the bill is
drafted," declared Mr. Bloom. "I want nothing
left to chance, and I do not want it possible
to deprive a retailer of goods he ordered in
good faith but which cannot be delivered to him
because of a violation of the law. Let him have
the goods and provide for the prosecution of a
violator of the law. But it is apparent that it
would be necessary for every large merchant
to establish an office to take care of matters
that would arise under operation of the bill
and be prepared to meet costly litigation as it
is now written."
The legislation, which has been before Con-
gress for some twenty years, has been approved
by manufacturers in a majority of industries
in which design figures, according to the state-
ment of those favoring it.

Retailers to Be Heard
on Vestal Design Bill
BENTON HARBOR, MICH., May 3.—The L. B. Gor-
ton Co., of this city, is paying for newspaper
advertising space to support the Twin City Civic
Music Association, an organization which puts
on a number of excellent musical programs and
concerts in the cities of Benton Harbor and St.
Joseph.
At its own expense the Gorton house is using
over two hundred inches of newspaper space to
promote the success of this drive and has pro-
vided facilities in its store for headquarters for
the Association during this campaign, as Mr.
Gorton explained it to The Review.
"Our activity in connection with the drive is
in accordance with our established policy of af-
filiating with every musical interest and effort in
the city. Based upon considerable experience,
we are firmly convinced that the money and ef-
fort required to maintain this position are very
profitably invested.
"By continuously keeping in close contact
with all musical interests, our store has become
the musical center of the city. The result of
this is a surprisingly large volume of valuable
business, in closing which little resistance is en-
countered.
"If many music houses that depend upon the
publicity relating only to prices and terms could
realize the benefits arising from earnest partic-
ipation in the musical affairs of the community
there would surely be a revision in advertising
expenditures which would make liberal provision
for impressive tie-ups with all worth-while mu-
sical movements.
"Constant identification with the cause of mu-
sic gives the music merchant both prestige and
profit. And the profit is rarely of the uncertain
variety as the clientele attracted is of the high-
est type.
