Genial Memphis Piano Man Elected to Honor-
ary Membership in Chamber of Commerce
MEMPHIS, TENN., August 4.—Fresh honors have
been piled on O. K. Houck, the public-spirited
citizen of this city and head of the O. K. Houck
Piano Co., he having been elected an honorary
member for life of the Memphis Chamber of
Commerce. The action was taken at a meeting
of the executive officers and the board of direc-
tors of the Chamber last week. The position of
honorary member of the Chamber of Com-
merce is regarded as a most distinguished one,
there being only six such members, including
the Mayor of Memphis. Mr. Houck has long
been identified with public movements of all
kinds in his home town.
WASHINGTON, D C, August 4.—Members of
the trade will be interested in the bill which has
been introduced into the Senate concerning the
garnishment and attachment of the wages of
Federal employes. This bill has been presented
by Mr. McNary and is as follows:
"That any salary, wages, credits, or other
personal property in the possession or under
the control of the United States of America
and all its Territories and the District of Colum-
bia, or any board, institution, commission, or
officer of the same, belonging or owed to any
person, firm, or corporation whatsoever, shall
be subject to attachment, garnishment, and
execution in the same manner and with the
same effect as property in the possession of
individuals is now subject to attachment, gar-
nishment, and execution: Provided, however,
That the process in such proceedings may be
served on the officer by or through whom such
salary, wages, credits, or other property is paid
or delivered in the ordinary course of business,
or on the officer whose duty it is to audit or
to issue a warrant for such salary, wages,
money, or other personal property: And pro-
vided further, That no clerk or officer of any
court shall be required to answer as garnishee
as to any moneys or property in his possession
in the custody of law."
This bill has been made necessary by the
fact that some Federal employes, taking ad-
vantage of their position, have assumed finan-
cial obligations which they could not meet,
and owing to the fact that as Federal employes
their salary or means could not be attached by
creditors, the latter have suffered considerable
loss. In civil life their salary could be attached
to pay these bills, and the object of the pro-
posed measure is to place these Federal em-
ployes on the same footing as civilians, thereby
protecting their creditors and at the same time
making the Federal employes less careless
about incurring debts.

VACATION FOR KRAKAUER OFFICIALS
I. E. Bretzfelder, president of Krakauer Bros.,
