CONN BANDS ENLIVEN MANY COMMUNITIES
The extent of the progres-
sive spirit of a community is
shown by its bands. These
aids to enlivenment show that
the young people of the town
tind it attractive and a pleas-
ant place to begin a career.
What becomes of a commu-
nity without a band? The
young bloods depart for live-
lier regions, new and more
interesting adventures. Nine
times out of ten they go
where . there is music, for
where there is music there is
life. A band is one of the
community's most valuable
assets, whether it be organ-
ized in the fire department,
school or other institutions.
Nobody wants to live where
there is no music.
This makes 19 states which have passed a band tax
law enabling cities, towns and villages to levy a spe-
cial tax for municipal band purposes. Seven states
have granted their municipalities the privilege of
appropriating sums, up to a specified amount, and
eight have issued city charters in which the privilege of
appropriating money for this purpose is either ex-
pressed or implied. Only fourteen of the forty-eight
states in the Union have no provision for municipal
music, although several of these have movements
on foot for introducing band tax measures at early

From east to west and
from north to south great in-
terest is being taken in bands,
especially in municipal bands.
This new interest in the mu-
nicipal band is part of the
movement among almost all
states in the Union to pass
permissive legislation permit-
ting municipalities to levy a
tax for the support of their
bands.
So far this year nine states
have passed such legislation,
i n c l u d i n g Arizona, Idaho,
Florida, Maine. Minnesota, Missouri, North Dakota,
Nebraska and Nevada.

municipal band directed by Wm. Korstad. North
Dakota has a law which permits municipalities to
vote a two-mill tax for the support of their
lands.

Calif., under the exceptionally capable direction
of P. C. Cianfoni (in oval). This band is one of
the highest class musical organizations in Cali-
fornia and is called upon to rill many engage-
ments in its section of the state.

CALLS FORESTRY CONFERENCE.
FINNISH COPYRIGHT.
A commercial forestry conference, representing all
types of wood-using industries and forest owners in
all parts of the country, has been called for Novem-
ber 16 and 17 in Chicago at the instigation of Lewis
E. Pierson, president of the United States Chamber
of Commerce. The purpose is for giving considera-
tion to steps to be taken by forest owners toward
solution of their problems on a national basis. "In
the United States there are nearly 350,000,000 acres
of cut-over forest land, much of it at the doorstep
of industrial centers, where it is most needed," said
Mr. Pierson. "Most of this is covered with second
growth, and if the fire and taxation problems can
be met, should go far toward meeting the nation's
wood requirements."
On August 1 of this year Finland's new copyright
law came into force. The principal point in the new
law is the granting of fifty years' protection after the
death of the composer. Adhesion to the Berne Con-
vention is the intention of the law, for which purpose
it is now being translated into French. When this
is done, the necessary formalities will be completed.
