SENATE PASSES RADIO BILL
Paul B. Klugh, Head of Broadcasters' Body, Says
That Much Depends on Its Administrators.
The Radio Control Bill was passed by the Senate
this week and sent to President Coolidge. It will
•take effect upon its approval by the White House.
All existing acts for radio regulation are automatically
repealed by the new act.
The new law will be administered for one year by a
presidential commission of five, with the Secretary of
Commerce acting in an administrative capacity and
after that by the Secretary, except as to revocation of
licenses and controversial matters which would be
referred to a permanent commission.
The President is expected to sign the bill next week
and at the same time submit to the Senate for approval
the names of the five members of 'the commission.
While the bill was not wholly satisfactory to the
House or the Senate, it was declared the best compro-
mise that could be obtained between the original Dill
and White bills.
Under 'the new law the presidential commission is
empowered to clear up the air by classifying broad-
casting stations, prescribing the nature of their serv-
ice, assigning wave bands, power and time, determin-
ing location, regulating the character of apparatus
used and controlling interference and chain broad-
casting.
All existing broadcasting licenses are supposed to
be renewed after the passage of act. Anti-monopolis-
tic provisions were placed in the bill. As a safe-
guard against foreign control, the bill forbids the
granting or transferring of a license to any alien, any
foreign government or any corporation in which an
alien is an officer or in which a fifth of the stock is
held by aliens.
Paul B. Klugh, executive chairman of the National
Association of Broadcasters, commenting on the Sen-
