Important Developments Expected from the Ap-
proaching Short Session of Congress.

of Commerce Geo. W. Pound will be in Washington
most of the time during the approaching session of
Congress when it is expected that radical revision
of the present federal taxation laws will be at-
tempted. Congress adjourns until after the holi-
days almost immediately after going into session, so
that no definite action can take place before well
into the new year.
It is generally conceded that the excess profits tax
is doomed. It is certain that some administrative
reforms will be made in the existing war revenue act
and it is expected that the Treasury Department
will seek authority to suspend the retroactive legal
results of their rulings.
It is doubtful if a new tax bill will be passed
during the short session, but if not it is expected
that legislation for the extra session will be well
whipped into shape. Two general methods of sub-
stitution for the excess profits tax will receive most
attention, namely (1), the gross sales or turnover
and (2) an increase in excise taxes and addition of
new ones.
