WILL GERMAN EXPORT
SUPREMACY COME BACK?
Question Easily Suggests Itself When Economic
Policies Fallen Flat are Considered.
In the months following the signing of the armis-
tice Germany's foreign piano business appeared as
a negligible quantity. It was the fashion for writ-
ers to allude to German export trade in the past
tense. If anything was said about German piano
exports it generally was an expression of the hope-
lessness of German foreign piano trade revival
within any reasonable period. But is German ex-
port a thing of the past; something hard to revive
when all the circumstances are considered? In
view of what has occurred since the war ended,
how vain appear not only the predictions made
while it was in progress but also the studied poli-
cies solemnly determined to be put into effect when
peace came! This is especially the case as regards
the matter of economic policy, which was regarded
as most important because of the revelations of the
manner in which the Germans had been dominating
in certain great and essential lines of industry and
trade.
It is worth recalling that a little more than a year
after the war began there was held the famous
Paris Economic Conference, which was attended by
statesmen, economists and leaders of opinion of the
allied nations. After much discussion and delibera-
tion a carefully drawn up course of procedure was
mapped out for the reciprocal conduct of the nations
participating and their future relations to the Cen-
tral Powers. A great feature of it was the manner
in which it was proposed to cripple the latter. Not
a single feature of this has been found to be feas-
ible.
Later on a distinguished and able body of Brit-
ish statesmen, economists and leaders in various in-
dustries spent months in formulating for the em-
pire what was called a "commercial and financial
policy after the war." In this the period of recon-
struction and the subsequent period were separately
and elaborately treated and provision made for each.
Practically not a single suggestion of all those
made has been put into operation. The unforeseen
and unforeseeable change in events made all pre-
vision worthless.
