COMMISSION AFTER VARNISH HOUSE
Stager Co., New York, to Represent Practical
Metal Goods Mfg. Co. in the East
Berry Bros., Inc., Ordered by Federal Trade
Commission to Desist From Giving Gratuities
to Employes of Customers to Influence Orders
The Stager Co., 29 West Thirty-fourth street,
New York, has secured the sole Eastern agency
of the Practical Metal Goods Mfg. Co., of Cin-
cinnati, O. This places at the disposal of the
trade through the Stager Co. a most complete
line of brass candlesticks and other metal prod-
ucts for use on pianos and player-pianos.
The Practical Metal Goods Mfg. Co. has been
making a specialty of the production of the brass
candlesticks which are used to a great extent or.
pianos for the export trade.
Already the Stager Co. has been very success-
ful in marketing this product in the trade, and
this new move gives it added facilities for sup-
plying the demand.
COPPER MARKET STEADY
A slight change was noted last week in the
local copper situation. Whereas for almost a
month the market had drifted serenely along on
a range of 15% cents to 15j^ cents per pound,
delivered, there was on Thursday a slight change
which brought out a new quotation of 15% cents
per pound, delivered, for the smaller interests
and 15^6 cents per pound, delivered, for the
larger interests. On Saturday, however, the
market was quoted as nominal at a range from
cents to 15>2 cents per pound, delivered.

WASHINGTON, D. C, April 21.—The Federal
Trade Commission has ordered Berry Brothers,
Inc., Boston, distributors of varnishes and sim-
ilar products, and Evert W. Hinckley, its man-
ager, to cease and desist from giving money or
gratuities, such as liquor, entertainment, cigars,
valuable presents and the like, to employes of
Berry Brothers' customers or prospective cus-
tomers, or its competitors' customers or prospec-
tive customers, to influence the purchase of sup-
plies.
At the same time the commission dismissed
its proceedings against William H. Kennedy,
former salesman of Berry Brothers, Inc., having
found he did not use the practices complained
of during 1918 as charged.
The commission found that Berry Brothers,
Inc., and Hinckley during 1918 secretly paid
money to Harry C. Ayers, foreman finisher, em-
ployed by Estes & Sons, Hancock, Mass., and
to George M. Crooker, foreman finisher, of the
Maine Mfg. Co., Nashua, N. H., as an induce-
ment to them to influence their employers to
purchase Berry Brothers' products or to refrain
from dealing with Berry Brothers' competitors.
The commission found that the practices of
the Massachusetts corporation had been em-
ployed without the knowledge of Berry Brothers,
a Michigan corporation, erroneously served in
the proceedings.

representatives of the shipping public and the
carriers schedules will be arranged covering
forwarding of less carload freight from such
points in through cars or set out cars on speci-
fied days, it being understood that such cars be
forwarded daily except Sunday and holidays."

Walter D. Hines, Director General of Rail-
roads, this week authorized the following an-
nouncement:
"As a result of conferences with representa-
tives of the National Industrial Traffic League
and some of the State Railroad Commissioners
regarding the movement of less than carload
freight, decision has been reached as follows:
"Shippers shall not be deprived of the right
to route less carload freight over any line at
the legal rates applicable or of delivering it at
point of origin to such carrier on any week-day
except holidays during the established hours of
service. Preferred routes will be established
on the basis of convenience of patrons, economy,
dispatch and proper destination of railroads not
under Federal control, and less carload freight
will be routed accordingly except when routed
by shipper at shipping points.
