"What we have to contend with in the entry
and liquidation of foreign goods," remarked a
veteran importer of musical merchandise to The
Review the other day, "is the stupidity, if not
crass ignorance of officials. On ad valorem
stuff—in fact, that is nine-tenths of everything
coming in—their opinions, reversals and often
unsatisfactory and frequently unfair attitude is
exasperating and often embarrassing. But what
can one do? Grin and bear it, or start on ex-
pensive, tedious and wearisome appeals. This
does not pay, although such suits are carried up
more for the principle of the thing than any
substantial victory to be achieved. If our ap-
praisers knew something of the current market
value in foreign ports, greater and more even jus-
tice would be administered.
"I do not say that attempts to beat the cus-
toms on musical merchandise are unknown—not
by any manner of means. For one concern was
especially well known—from their selling prices
—to make a practice of making entries on ac-
cordeons, violins and similar goods which no
careful appraiser would stand for a minute. The
house is still doing it, I hear, en the quiet, but
there will a time come some day when he will
be jacked up, and then the fair and square
houses will get their just dues also.
"Another thing," continued the complainant,
"is the loss of goods occurring between the point
of shipment and the dock here. Only the other
day a half gross of harmonicas were gone and
we could get no account of them. Occasionally
