violins. His method is to fasten the top of the
product to the ends, leaving an unusually high
arch in the center, gradually this arch is brought
into place by heavy pressure, producing an in-
strument with much tension and a bell-like tone.
This tension idea has been accepted by some
authorities as the secret of the master-makers of
centuries ago.
REFUND OF COMMISSIONS
Illegally Exacted Come Up for Ruling by the
General Board of Appraisers.

Washington, D. C, Feb. G, 1905.
Again the question whether commissions are a
part of the invoice or dutiable value of the goods
has been passed upon by the United Slates Board
of General Appraisers. The matter came up in
a protest against the assessment of duty by the
collector at Los Angeles, Cal., wherein the im-
porters contended that an item of commissions
appearing in the invoice had been improperly in-
cluded in the value of the merchandise.
The opinion, written by General Appraiser
Waite, and rendered January 25, is as follows:
"In a letter transmitting an appeal by the im-
porters for a reappraisement. * * * the col-
lector explains the circumstances under which
the commissions were added as follows: 'Said
