This system of priorities will apply only
to groups specifically labelled '·surplu s"
by the War Department. In other words,
the program will not operate to release
men with th e greatest number of credi ts

of the service. From thi s standpoint, men
in th e European th ea tre have the best
cha nce of being marked surplus, men in
the Pacific th eatre the wor~t . In the Euro·
pea n 70 ne, membe rs of the Air Force and
the various branches of th e Service Forces
will be the last to be designated as sur·
p"'s since they will be cri t ically needed
for the Pacific phase of the war.
This demobilization program appli es
only to th e interim period between th e
end of the war with Germany and the
conq u est of Japan. No similar plan is

being considered by th e avy, which ex-
pect, to draw on its peak strength to
finish th e J apanese war.
Observation : Priority of release for
members of the Women's Army Corps will
be determ in ed in th e same way as for
th e rest of th e Army, but thi s Co rps will
be trea ted as a sepa rate unit. Howeve r,
in the case of a ll fema le personnel in th e
Army, those with hu sba nds already re-
leased will be discharged upon application.
No Prefere nce for "Ke y" Men
The order in which serv ice men will be
released from surp lus units will take no
acrount of whether or not a particular in-
dividual is a sk ill ed or '·Key" man highly
essentia l to his former employer during
the reconversion period. There were many
cases during the war in which the Services
released men vitally needed in a critical
war industry, but for demobilization pur-
po~es a ll men will be considered equal
except as th eir credi t cards may entitle
them to preferential treatment.

ers and shipp ers from other co untri es, and
to handle th eir correspondence. In thi s
way, advantage may be taken of a prevail-
ing situation , wh ich if treated properly will
g ive business men of this area a co nsider-
able edge over co mmunities which durin g
the war are not alert to postwar trade."
