New Kansas Cit, Ordinance

KANSAS CITY, Mo.- On J uly 9th, pin
ball tables and marble games were definitely
declared by Kansas City, Missouri's City
Council to be "Amusemen t Games". The
new ordinance which became effective July
19th stated :
"Coin operated Amusement Device shall
include pinball machines, marbl e machines,
music vendin g machines and any other de-
vices operated by the insertion of a coin,

disc or oth er insertion piece, whether or not
also manipulated by the operator, and which
operates for the amusement of the operator,
whether or not by r egistering a score,
"The term shall not include slot machines,
claw machines, or other machines prohibited
by State law; it shall not include machines
or devi ces used bona fid e and solely for th e
vending of food, service, confections or mer-
chandise."
Thus the Kansas Ci ty ordinance has set
"amusement machines" a part from all other
types of equipment-a goal which Hobbies,
Inc., has worked for ever since the forma-
tion of this local operators' association.
However, the new bill do es make a dis-
tinction within its newly created brack et
between th e tables and automatic music
machines particularly in the matter of
licenses. The per-unit license for the tables
is now $10.00 while th e phonogra phs remain
at $5.00 per year.
Not so lon g ago, rumor around Kansas
City coin machin e circles had it that a
$25.00 per unit tax was going on the tables.
However, the City Government listened to
th e operators' side of th e story and th e new
measure was written as presented here.
But, the part of the Ordinance whi ch much
more interested and cheered-up the oper-
ators was not th e amount of the new license
but th e n ew prestige the ordinance has
a dded to coin machine operation locally.
In the first pl ace, it settles the question
of who may operate and who may not op-
era te coin machines from an own ersh ip
point of vi ew. T his is handled through a
free permit issued by the local Welfare
Department which is necessary before the
coin machin e licenses may be purchased.
Of course, the idea is to keep all unde-
sirable and fl y-by-night elements out of the
business locally and thus maintain the
prestige the ordinance has afforded the
tables by completely legalizing them.
J ust how strict Kansas City in tends to be
regarding who operates Amusement Ma-
chines within its bord ers may b e seen by
the followin g paragraph from the ordinance :
"No licen se shall be issued or

h ave a p e rmit issued b y the D i -
recto r o f Welfa r e. Bef o r e issu-
