Parking Meters Lessen
Traffic Problem
TTOUSTON. Tex.— Parking meters,
such as recommended by City
Manager Sherill for Cincinnati, have
gone far to solve the parking prob
lem in Houston, Sterling T. Hogan,
director of public service there, said.
Mr. Hogan was in Cincinnati re
cently studying the city and its ad
ministration and talked with Col.
Sherrill.
“Formerly in Houston shoppers
could find no parking places down
town because of ‘hogging’ and the
difficulty of keeping the parkers mov-

ing,” Mr. Hogan said. “But now that
the parking meters are in you have
no trouble finding a place to park in
Houston.
“The parkers don’t try to overstay
the time limit as they can be checked
upon much more thoroughly and with
a smaller force of officers. And our

Mr. Hogan, who is first executive
assistant to the mayor, said that
Houston is 100 per cent for the me
ters; the additional meters are being
installed on petition of merchants.
Five cents is charged whether the
meter is a 2-hour one in an outlying
district or one of the hour or 20-
minute ones downtown.
There are two 20-minute meters at
the end of each downtown block,
assuring the quick shopper of a place
to stop briefly, he said.
“Houston has made great strides
in traffic safety through uniform en
forcement by the Traffic Court,” Mr.
Hogan said. “We feel that it is a
vital part of our program. No viola
tors found to be guilty are given
suspended sentences.”
The traffic judge in Houston is ap
pointed by the mayor, subject to
Council confirmation.
“We more than doubled our col
lections of fines and costs when we
put the uniform, penalty into effect,”
Mr. Hogan said. “And traffic acci
dents and fatalities dropped sharply.”

Dispensed Post Cards
According to “Exchange & Mart,”
of England, the first coin operated
machines to appear in London dis
pensed post cards. This was some
sixty years ago, and the inventor of
the machine was a party named
Everitt.
He is also credited with
inventing the Everitt coin operated
weighing scale. The latter machine
had such a crude mechanism that it
proved very unpopular, and it took
in more buttons and similar objects
that it was withdrawn from the
market.
