to run out by the end of 1999. The U.S. Mint is
required to begin ordering materials for a new
Susan B. next year unless Congress approves a new

Although they have previously opposed the intro-
duction of a new dollar coin, the position of the
Clinton Administration is now neutral; they now
say they understand the need for a new coin, think
it should be done, but have reservations about
implementation. This change can be credited to
Congressman Kolbe and his new chairmanship of
the Congressional subcommittee which controls
the purse strings of the Treasury Department.

This past Spring, the Efficiency Currency Act of
1997 (H.R. 1174) was introduced by Representa-
tives Jim Kolbe (R-Ariz.) and Esteban Torres (D.-
Calif.), longtime champions of the dollar coin. The
bill is very similar to past dollar coin legislation
but addresses some introduction time tables which
have been problematic in other bills.

Our tough opposition remains well-funded, active
and effective and we still have an uphill battle. In
Washington, the status quo is king. Our political
system of checks and balances makes it very tough
to enact major changes. Our next hurdle is forcing
committee hearings on the Kolbe legislation and
producing acceptable legislation in the Senate.
