l ETTERS Clarification I read the comments in Play Meter made by Bob Rhinehart and Ed Tolisano regarding the new association they are trying to form in Florida. I simply cannot keep quiet about so many distortions of the truth. Rhinehart stated that an independent auditor found nothing more than "sloppy bookkeeping" in his management of FAVA funds. There was no independent auditor because FAVA could not afford one! However, several of the officers, using their own bookkeepers in some instances at no cost to the association, found many discrepancies . Here are a few examples: 1l The FAVA checking account had been frozen by the IRS because certain documents pertaining to our nonprofit status were overdue. The failure to file the document may have been an oversight, but the $1,000 fine levied by the IRS was not reported in the financial statements. When confronted, Rhinehart stated he knew nothing about it, but agreed to reimburse FAVA for the fine. 21 We also found out that Rhinehart had been taking 15 percent of practically all FAVA income without authorization and without showing these payments on the financial statements. When confronted, he said that the payments were approved by the board, but he could produce nothing regarding this matter even though he was responsible for the minutes of the board meetings. None of the past presidents from 1978 on can remember any such payment being discussed. 3) There were several problems with checks signed by Rhinehart with no documentation. Just one example is three checks written on the same day to an unknown woman with no documentation. We haven't to this day found out what these checks were for. It was found that Rhinehart had marked these items up and billed FAVA from 50 to 100 percent over what they could be purchased for from other firms . While perhaps not outright fraud, it was at least a gross violation of trust. These are only a few examples of the discrepancies we found. Would you call this just "sloppy bookkeeping?" Now I'd like to address a few other claims by Rhinehart: He claims that our industry never had any serious tax problems until he was terminated. The fact is that our industry had a nearly identical tax as part of the Services Tax passed in 1986.
