CIGARETTE UPDATE .. .we have late news on New York City's cigarette vending machine battle (the item in " State Update" went to press before the news on this page) . Legislation proposed by AMOA-NY has been picked up and supported by Allan Binder, chairman of the Suffolk County Legislature's Health Committee. The bill would restrict access to cigarette machines by children under 18, but it allows them to remain as-is in liquorlicensed locations. In places where kids have access, such as restaurants, the operator will have the option of installing a lockout device or dedicated token system. "I think we have a very good chance of passing this bill," said AMOA-NY president Robert Herman. " Unfortunately, Philip Morris has offered cigarette vendors no help; in fact, they've been destructive. Philip Morris is hell-bent on having a cigarette sampling provision tacked on to this bill. This hurts our cause. We don't want kids to smoke; it's a choice to be made by adults." As we went to press, Herman was preparing to speak at a public hearing on the matter. If Philip Morris insists on the sampling provision, Herman is going to ask for two separate bills. The matter would then have to go back to committee for redrafting before a vote could be taken. Herman wished to recognize the following AMOA-NY members who have been active in getting a cigarette bill drafted: James Feraldi , Frank Galland , Dick Simon, Ralph Ceraldi, Jerry Rispoli , Ken Kohles, and Richie Hohman .
