The National Production Authority
Order M47, controlling the use of iron
and steel, is liable to affect some of
the larger piano manufacturers in the
industry but not those who use less
than 100 short tons of iron and steel
products in any calendar quarter.
Section I of the order which went
into operation on March 7th, 1951,
states that its purpose is to limit the
use of iron and steel in the manufac-
turing and assembling of certain prod-
ucts.
In Section II, it states: " 'Person'
means any individual, corporation, part-
nership, association or any other organ-
ized group of persons and includes any
agency of the United States or any
other government. 'Base Period' means
the six-month period ending June 30th.
1950, and the word 'manufacture' means
to put into process, machine, fabricate

or otherwise alter materials by physical
and chemical means."
Section IV explains the application
of the order, in which it is stated that
the order 'applies to persons who use
iron and steel products for the purpose
of manufacture or assembly and limits
the use of such materials in the manu-
facture or assembly of certain items.'
The order does not apply to the pro-
duction of iron and steel.
Section 5, under the heading, "Use
of Iron and Steel Products in Con-
sumer Durable Goods" states;
"Subject to the exemptions stated in
section 6, and unless specifically author-
ized in writing by the National Produc-
tion Authority, no person shall use dur-
ing the calendar quarter commencing on
April 1, 1951, in the manufacture of any
item included in List A attached to this
order a total quantity by weight of iron
and steel products in excess of 80 per
cent of his average quarterly use of such
materials in the manufactured item dur-
ing the base period: Provided, however.
That such use in any one month shall
not exceed 40 per cent of the permitted
quarterly use. However, if such person
has changed since July 1, 1950. or here-
after changes, from the manufacture
of any part made wholly or partly from
iron or steel products to the purchase
of such part, he shall make a deduction
from his total permitted use of iron and
steel products under this paragraph in
an amount equal to 80 per cent of the
material which he used in the manufac-
ture of such part during the base period.
During the calendar quarter commencing
on April 1, 1951, any person who does
not use any iron or steel product in the
manufacture of an item in List A but
who assembles parts made wholly or
partly from such material into such item
shall not assemble a total number of
units of such item in excess of 40 per
cent of the number of such units which
he assembled during the base period.
"(b) Any person who, during the 6
months' period ending December 31,
1950, used conversion steel in the manu-
facture or assembly of any items in-

cluded in List A shall, during the calen-
dar quarter commencing on April 1, 1951,
use conversion steel in the manufacture
or assembly of such items to the extent
stated in this paragraph. The ratio be-
tween conversion steel and total steel so
used by such person shall not be less than
the ratio between conversion steel and
total steel received by him during the 6
months' period ending December 31,
1950: Provided, however, That in the al-
ternative and in the event it is not prac-
ticable to determine the quantity of con-
version steel used in the manufacture or
assembly of items in List A, the relation-
ship between conversion steel and total
steel shall be as follows: The ratio be-
tween conversion steel and total steel
used in his total production, including
all items in List A, shall not be less than
the ratio between conversion steel and
total steel received by him during said
period. Any person who selects and ap-
plies either of the alternatives above
stated may not subsequently apply the
other alternative without the written ap
proval of National Production Authority.
"SEC. 6. Extensions, (a) The manu-
facture or assembly of any item in List A
to fill rated orders, or to meet any man-
datory order of the National Production
Authority, is permitted in addition to
the manufacture or assembly permitted
by section 5.
"(b) Section 5 does not apply to per-
sons who use less than 100 short tons of
iron and steel products in any calendar
quarter. However, any person who by
reason of the provisions of section 5
would be permitted to use less than 100
short tons of such materials during any
calendar quarter, may use during such
period a quantity up to 100 short tons:
Provided, That notwithstanding the fore-
going, no person shall use during the
calendar quarter commencing April 1,
1951, in the manufacture or assembly of
any items included in List A a total
quantity by weight of such materials in
excess of his average quarterly use
thereof for such purposes during the
base period.
"SEC. 7. Application for adjustment.
Any person affected by any provision of
this order may file a request for adjust-
ment or exception upon the ground that
his business operation was commenced
during or after the base period, or be-
cause any provision otherwise works an
undue and exceptional hardship upon
him not suffered generally by others in

the same trade or industry, or its en-
forcement against him would not be in
the interest of the national defense or
in the public interest. Each request
shall be in writing and shall set forth
all pertinent facts and the nature of the
relief sought, and shall state the justi
fication therefor."
Section 8 states that each one par-
ticipating in any transaction covered by
the order shall retain at least 2 years
records of receipts, deliveries, inven-
tories in sufficient detail to permit an
audit.
Aluminum on 65%
The use of Aluminum is controlled by
Order M7 as amended on March 9th,
1951, which states:
"SEC. 5. Use of aluminum. Subject to
the exemptions stated in section 8, and
unless specifically directed by the Na-
tional Production Authority, no person
shall use in manufacture or construc-
tion:
"(a) During December 1950, a quan-
tity by weight of aluminum in excess of
100 per cent of his average monthly use
of aluminum during the base period.
"(b) During the following months a
total quantity by weight of aluminum in
excess of the percentages specified with
respect to each month of his average
monthly use of aluminum during the
base period:

During the calendar quarter com-
mencing on April, 1951, a total quantity
by weight of aluminum in excess of 65
per cent of his average quarterly use of
aluminum during the base period: Pro-
vided, however, That such use in any
one month shall not exceed 40 per cent
of the permitted quarterly use.
New Zenith Plant to
Employ Over 1000 When Completed
Excavation work began recently for
Zenith's mammoth new manufacturing
and assembly plant at 1500 N. Kostner
Avenue on the west side of Chicago.
The plant, 453,000 square feet of
floor space when completed, will be com-
parable in size to Zenith's main plant
located two and one-half miles to the
west and will be utilized for manufactur-
ing components and the assembling and
testing of electronic equipment for the
military services. When the present
emergency is over, Zenith expects to use
the Kostner Avenue property to expand
its manufacture of radio and television
receivers for civilian consumption. Ap-
proximately 1,000 persons will be em-
ployed in the new plant.
Kimball Pianos Found
In Many Mississippi Churches
The Roseberry Piano House of Hat-
tiesburg, Miss., in recent months has
sold Kimball studio uprights to five
churches in towns of that vicinity, in-
cluding the Union Baptist Church at
Carson. Miss., West Laurel Methodist
Church, Eastview Baptist Church in
Laurel, Green's Creek Baptist Church of
Carson, and the First Baptist Church of
Columbia. A Kimball consolette was also
sold to the Sweet Pilgrim Baptist Church
of Hattiesburg.
