smaller and financially weaker bands. Michigan,
with twenty-five entries last Spring, is looking
forward to nearly twice that number this year.
The University of Minnesota, in charge of
the contest in that State, reports that the piect
is leading to the establishment of new bands
in all sections of the State and the expansion
and general improvement of those already in
existence. Many other States report the same.
Since the development of school instrumental
music through the contests is one of the pri-
mary objectives of the work the committee
feels that its efforts have already borne rich
fruit and that the future is most promising.

stated, remains unchanged.
The new tariff is purely experimental and
represents the first efforts of the Cuban Gov-
ernment to deal with this question in a com-
prehensive manner, the tariff formerly in effect
having dated from the Spanish regime.
According to the Cuban Tariff Commission's
"exposition of motives," which is appended as
a prefix to the text of the law, a thorough
study was made of the tariff systems of all the
leading countries of the world, in an endeavor
to promulgate a tariff that should be soundly
scientific, in that while it should afford pro-
tection to domestic industries already es-
tablished and give encouragement toward
the foundation of such industries as are
considered necessary to the progress of the
country, should at the same time not interfere
with the legitimate flow of import trade in

work.
The vital factor resulting in the tremendous
power and volume of tone is due to the ex-
istence of three scientifically constructed dia fc
phragms built within the body of the instru-
ment, they being made from a special metal.
These diaphragms act as amplifiers in throwing
out the tone through the perforated top of the
instrument.
Although the national silver tenor guitar has
only been on the market for a short time, its
possibilities have been recognized by many
well-known artists and teachers who have used
the instrument.
