EXPECT EARLY VOTE ON NEW FEDERAL TAXATION BILL
Measure Reported to Congress This Week Is Disappointing in Many Respects—Tax on Musical
Instruments Remains Unchanged, Though Senate Finance Committee May Remove It
WASHINGTON, D. C, August 16.—The new Fed-
eral tax bill was introduced in the House yester-
day afternoon after the Republican conference
had deliberated long and earnestly on the meas-
ure and was referred to the Ways and Means
Committee. It will be reported back to the
House to-morrow, it is expected, and will be
taken up under a special rule in order to expe-
dite the date. In view of the preparations be-
ing made to handle the bill, it is likely a vote
on the measure will come somewhat sooner
than is expected.
The present draft of the bill is disappointing
to many interests, for, although it is proposed
to repeal surtaxes and to transfer the tax bur-
den in other directions, the fact remains that
under the measure the various industries are
expected to pay about as much into the Govern-
ment coffers as they did under the existing act.

form. The chief effort seems to have been to
create the impression that the consumer was to
be relieved of the paying of certain taxes direct,
although he will pay them indirectly just the
same.
So far as the music industry is concerned the
new bill is likely to prove disappointing in
that the section providing for excise taxes on
various musical instruments, rolls, records, etc.,
remains unchanged. To those who have kept
in close touch with the situation, however, this
is to be regarded in a certain measure as a
victory, for it was only after a strong protest
that a proposal to increase the excise taxes on
musical instruments was defeated.
Through the efforts of George W. Pound
general counsel of the Music Industries Cham-
ber of Commerce, who has been making his
headquarters at Washington for some time past,
the tax on musical instruments, excepting
player-pianos, which the committee declared to
be for the rich, was stricken out as representing
a tax on music itself. Both times, however, the
tax was voted back into the bill for the sole
purpose of producing necessary revenue.
A third effort to have the tax on music
stricken from the draft of the bill while it was
in the hands of the Ways and Means Committee
failed, but it is believed that the Senate Finance
Committee will strike out the tax when the bill
comes up before that body, providing, of course,
that sufficient pressure is brought to bear.
The necessity for providing a stipulated reve-
nue for the Government has proven the stum-
bling block to efforts made by the music indus-
try and other bodies to secure relief from dis-
criminatory taxation. Except for the repeal of
transportation and excess profits taxes, there
has been no real reduction in taxes, for where
they have been taken off in one place for an
