tion granted, viz., free and unhampered im-
portations? Is it within the spirit and rea-
son of the law that the rights granted thereby
shall by a further provision in the same law
be rendered, in effect, null and void Such
a course would be an absurdity, and it is a
rule of construction that it is to be presumed
the legislature does not intend an absurdity,
or that absurd consequences shall flow from
its enactments. The mind of the legislature
is presumed to be consistent and every
statute is understood to contain, by implica-
tion, if not by its express terms, all such pro-
visions as may be necessary to effectuate its
object and purpose, or to make effective the
rights which it grants.
Examining the subject, then, in the light of
such facts and principles, it is evident to me
that it was the intention of the Congress to
suspend the operation of all statutes (includ-
ing section 4956, as amended) inconsistent
with the act of Jan. 7, 1904, during the period
oi the temporary copyright protection therein
granted.
.The inquiry of the German ambassador is,
therefore, answered in the affirmative.

<,The sheet music department of the new
"14th Street Store," New York, and which
is the latest addition to the Siegel chain of
similar establishments, is said to command a
yearly rental of $10,000. Clerical assistance,
etc., is not furnished.
"Good-bye, My Lady Love," by Joseph E.
Howard, is said by Chas. K. Harris, its pub-
lisher, to be one of the biggest hits of the
season for the short time it has been out. It
beats the record for quick action. A dealer
writing in from a nearby city said it was "be-
ing fiddled to death" in his place. Tuesday
Oliver Ditson & Co., Boston, wired in for
500 copies.
Ella Wheeler Wilcox's light opera, a so-
ciety satire, which seems to be her "long
suit" as a writing topic, is in the hands of a
manager for critical inspection and a pro-
ftssional opinion. It is still nameless, and its
chance of production this season is said to
be exceedingly slim.
The Apollo Quartette, of London, Eng.,
ambitious to produce simon-pure American
compositions, have secured a batch of part
songs—comic and serious—from Howley,
Dresser & Co., and M. Witmark & Sons, with
which they propose to make a hit. It is
claimed, however, that the cockney is no ad-
mirer of Yankee songs, yet "Bidelia" and
"Hiawatha" are being hawked about the
streets of London and are selling well.
Speaking about elaborate title pages, a pub-
lisher remarked: "Yes, we do use handsome
covers, but are forced to it. Outside firms
seem to think most any old thing good
enough, but that don't go in New York these
days. I am having a title page made for my
new waltz, the drawing of which alone costs
$60. I employ artists, and am not ashamed
to have their names appear, either. As for
the extravagant practice, it is the go, and
what are you going to do about it?"

Bloom has done more for the business than
several houses, with specially large "steam
traps," put together. He has grit and gump-
tion, and his ceaseless activity has put a lot of
ginger and go in the trade, provocative of
better business for everybody.
The firm is arranging to send broadcast to
dealers and the trade in general a plaster cast
typical of their new and successful inter-
mezzo, "The Gondolier." It makes an at-
tractive store ornament and is furnished
gratis.
Now it is the "official" world's fair march,
and Shapiro, Remick & Co. have this to say:
"We wish to call your attention to the fact
that 'A Deed of the Pen' is the only march
that is recognized by the World's Fair direc-
tors as official. The march was written at the
instigation ot C. H. Huttig, by the composer
of 'Hiawatha.' Mr. Huttig is vice-president
of the World's Fair. 'A Deed of the Pen' is
strictly a straight march, full of melody, dash
and swing."
"Piff! Paff! Pouff!" C. C. Whitney's new
musical comedy, contains some gems by
Jerome & Schwartz and Stanislaus Stange.
Albert H. Russell, of Detroit, has assigned
all his interest in the music firm of Daniels &
Russell, Wetherbee building, to his partner,
Charles N. Daniels, and the latter has as-
signed it to Shapiro, Remick & Co., includ-
ing all copyright music, plates and manu-
script.
