able, whatever surplus of silver she has will
always represent a clear profit, because it
was produced on a silver basis. The value of
silver mining properties in theUnited States
may be affected, if not entirely destroyed,
by the fall of silver below the "cost of pro-
duction" because in the United States
silver is produced on a gold basis, but
Mexico silver mines are exposed to no such
danger, for the lower the gold price of sil-
ver, the lower its cost of production upon a
gold basis. That this fact is well understood
everywhere is shown by the firmness in the
quotations of Mexican silver mining stocks,
both in Mexico and abroad. It is the same
with all other Mexican products, the lower
the gold price of silver, the easier it is for
them to compete with the products of gold
countries. Although the fact that the
country has to meet gold obligations gives
a serious aspect to the silver question, it is
safe to predict that Mexico will not for a
long time to come abandon the silver stan-
dard and make its money system depednent
upon the interests of foreign boards of
trade and chambers of commerce. On the
other hand, it is far more probable that the
parity of gold and silver will be restored
sooner or later, and whatever the ratio may
be, it will necessarily lead to an apprecia-
tion of silver in gold markets, and conse-
quently a rise in the value of Mexican
investments measured by the gold stan-
dard. There is absolutely no possibility
that the silver question will ever be settled
by international agreement or otherwise,
except by raising the value of silver above
its present commercial rating in gold, and
this fact gives to the foreign investor in
Mexican industries an additional prospect
of gain. Sure of a constantly increasing
market for his product and consequently
good dividends, he has also every reason to
expect a handsome increase in the value of
his investment measured by gold.
Another point should be well considered
by foreigners proposing to embark in
Mexican business. Mexican commercial
law is, upon the whole, more simple and
affords both debtor and creditor a greater
protection against dishonesty than is
vouchsafed by American law. It is safer
to invest in stock companies organized
under Mexican laws than in any Ameri-
can corporations. Of course, this means
organization and capitaliztion upon a silver
basis, which, however, is far more equit-
able and, it may be justly claimed, far more
profitable for all concerned in the end than
any American business organized and
capitalized upon a gold basis can ever be.
Foreign corporations doing business in
Mexico are exposed to many risks, and
particularly to many annoyances and suspi-
cions from which corporations organized
under Mexican law are almost entirely ex-
