WASHINGTON - The Federal Trade
Commission was reported recently to be
marshalling its forces to make a concerted
drive against the practice of special dis-
counts to large volume buyers. One or
two important national cases on quantity
discounts are headed for the U. S. Supreme
Court and the vending trade is interested in
a case involving complaints against the
Automatic Canteen Co. by candy whole-
salers. Candy wholesalers, through their
national organization, say several candy bar
manufacturers have made special discounts
to Canteen.
The Robinson-Patman Act gives FTC
authority, officials say, to fix the rate of dis-
count for quantity purchases, a power
which the agency has not exercised up to
the present time.
The current moves of FTC to investigate
discounts to larger buyers are all part of
the general government move to control
further rise of prices. Complaints coming
to FTC say that present discount practices
are causing monopolies on supplies in many
trades.
Shortage of Skilled Help
Hits Candy Plant Expansion
CHICAGO-When E. J. Brach & Sons
published a full page advertisement in one
of Chicago's dailies, appealing for more
workers to help turn out Brach's candy
bars, it was regarded as one of the most
telling signs that candy plants are be-
ginning to boost production for the coming
months.
A majority of the candy firms in Chicago
have appealed for additional help since
Labor Day. Manufacturers have explained
for some time that labor shortage, that is,
shortage of skilled help, had become one
of the biggest problems in boosting output
of candy. The new appeals for more work-
ers indicate a determined effort to over-
come the labor shortage.
Some idea of the inducements that are
being offered to get people to work in
candy plants may be gained from the help
wal\ted advertisements. Most of the plants
will take inexperienced help and start them
off at good wages, pay a ten per cent
bonus for night work, give vacations with
pay and six paid holidays; uniforms and
laundry are free and there are frequent
rest periods; group life insurance and hos-
pital plans are offered, with the employer
paying the fees. Some of the plants also
have a lending library and various social
and athletic activities for employees.
The appeals are for men, women and
girls and the types of jobs offered vary
from part-time work to machinists to keep
equipment in repair.

states that it is opening three shifts to
make hard candies and also bubble gum
candy.
Free Gross of Charms
OAKLAND-To introduce vending ma-
chine operators to its new de luxe line of
assorted charms, Standard Specialty Co. is
offering one gross free. The offer expires
October 15.
"Instead of having to purcha e one pack
of each type of charms to be assured of a
good variety, vending operators can now
buy a single pack and receive the finest as-
sortment on the market," Bert Fraga, head
of Standard Specialty, declared.
Fraga also revealed that distributorships
of Standard's famous cast-iron stand are
going fast but that there are some protected
territories still available.
