It is to be noted also that loans for in·
ventory stock or working capital are not
covered by the governmen t guarantee.
These loans can be used only for the
purchase of real or personal property,
supplies, machinery, equipmen t and simi-
lar outlays normally required in the oc·
cupation th .. veteran plans to en ter.
A II loans /!uaranteed by the Veterans
Administration must be paid off within
20 years. As a practical matter, this limit
applies only to real estate, since loans
on equipment or machinery cannot ex·
tend beyond the "reasonable" useful life
of the property.
Observation: The Smaller War Plants
Corporation has launched a larp:e·scale
program to assi;;t veterans in settin g up
their own businesses. The plan calls for
technical aid in sa les, accounting, purchas·
ing methods, and the like. SWPC will
also help the veteran to finance a new
business by direct loan or by the guaran tee
of bank loans up to th e limits now author·
ized hy law. In addi tion , SWPC is pre·
paring to help veterans find surplu s prop-
erty and finance its purchase.

There is no doubt that some returning
veterans will, with the aid of the G. I.
Bill of Rights loan provisions and SWPC
assista nce, establish themselves in new
enterprise~. l{ealistica lly, however, it must
be remembered that the G. 1. loans will
not, in all probability, be made avai lable
much more easily than run-of-the-mill bank
loans. Remember th at it is the regular com-
mercial bank which exte nds the credit, the
government merely guaranteeing half.

In view of a ll these factors; there is
not likely to be any great rush of new
small business undertakings as a result of
the government's G. I. loan program.
How Fast Will They Come Home?
The speed and size of the re-absorption
task will depend directly on the cou rse
of the war and the rate of demobilization.
With Germany's defeat, th e War Depart-
ment will partially demobilize the Army
under a system of staggered dischargcs.
At a rough estima te, about 214 million
men may be tapped as "urplu s" after
V-E Day. Contin ued drafting of those cur-
rently in I-A and others reaching 18
t:very month is expected to provide re-
placement reserves for the Japanese war.
Best estimate is that releases will total
145-150 th ou and a month for the first
four to six months after V-E Day, and
that the rate will be stepped up to about
250,000 a month thereafter.
Order of Demobilization
A master priori'ties plan controls all sep-
arat ions. With victory over Germany, all
soldiers (except officers) in every branch
of the Army will be issued an "Adjusted
Service Rating Card" on which will be
scored the following four factors that de-
tf'rmine priority of release:
1. Service credi't. Based on total
number of months of Army service
since September 16, 1940.
2. Overseas credit. Based on the
number of months served overseas.
3. Combat credit. Ba ed on battle
participation and medals awarded.
4. Parenthood credi t. For each de-
pendent child under 18 up to a limit
of three children.
The compara tive value of th e point
credits will not be announced until Euro-
pean hostiliti es cease.
