with a metallic seal that can
only be broken by the police de­
partment, is operator Jack Coil’s
undeveloped idea of a contribu­
tion to traffic law enforcement.
The Oklahoma City coin-man
thinks his idea would keep traf­
fic offenders from collecting tags
and not doing anything about
them.
