consistent, it will treat other forms
of gambling as it does pari-mutuel
betting.
Urges That All Gambling
Be Regulated
rpH E following editorial appeared
in a recent issue of The Peoria
Journal:
A resolution before the Illinois
general assembly calls for the appoint­
ment of a commission of five to make
an investigation of gambling in the
state.
Although most legislative commis­
sions do little more than spend the
taxpayers’ money, there is a wide
field for the investigation of gam­
bling in Illinois and revision of gam­
bling laws. Present statutes, con­
trolling or pretending to control
gambling, are the product of a Puri­
tan age that did not recognize facts
or understand human nature.
The gambling instinct is native to
more than half the people. Some
play the horses, some shoot dice,
others buy tickets in baseball pools,'

some play bridge or poker, and others
take chances on coin machines or
punch boards.
As a matter of fact, it would be
difficult to find more than a handful
of people who do not gamble in one
way or another. Most of this gam­
bling is organized. In a city the size
of Peoria it forms an industry that
takes in a million dollars a year. It
is one of the few industries today
that escapes heavy taxation.
No laws will put an end to gam­
bling. Laws can be passed, however,
that will keep gambling under control
and give the “sucker” a “break.”
Laws also might be passed taxing
gambling and thus preventing graft
and other unofficial taxes that go
into the pockets of politicians.
Illinois already has made a start
in this direction by taxing horse rac-
850 Pounds of Pennies
Are Stolen
About 850 pounds of pennies—
$1,255 — was included in the loot
taken May 8 by three armed bandits
who waylaid Werner Puttkammer, a
messenger for the Chicago Elevated
Advertising Company, in the rear of
the company’s offices at 509 S. Frank­
lin Street.
Most of the money, the 125,500
pennies, represented collections from
vending machines on “L” platforms.
About $600 in other currency was
seized also.
Puttkammer was about to step up
into a truck to drive to the First
National Bank with the money when
the hijackers arrived in a sedan. All
three wore masks and one carried a
shotgun.
