For 6 years the Kelley-Capper bill has
been under consideration by committees of
the House and Senate at Washington. It
was introduced as a fair trade bill. It
would prevent the price cutting of nation­
ally known and guaranteed merchandise by
enabling the manufacturers of such goods
to control retail prices.
It was called a fair trade bill because the
main purpose is to save to the independent
rfetail merchant his right to a fair chance in
business, by curbing the price cutting of
standard articles. It would permit the in­
dependent merchant to place his selling
emphasis on quality.
For years it was impossible to secure
action by either committee but recently the
House committee gave the bill approval.
There has been gathered a mass of business
records and data on the subject, and sup­
porters of the bill are hopeful it may be
approved ultimately.
A
Thomas A. Edison has been an active
worker for the bill. He said fair competi­
tion between manufacturers was a good
thing, and when competition was fair, the
result was fair prices for the buyers at re­
tail. He has no kind words for tne price-
cutting competition of certain retailers,
holding that course is prejudicial to the
manufacturer, destructive to the legitimate
dealer and brings no lasting benefit to the
public.
