Norris Brings Out New
Cigarette Machines

Comes the owner o f cigarette vend­
ing machines and petitions the fed­
eral court fo r permission to operate
in Kansas in violation o f the Kansas
law. It looks like “ a bay horse case”
with the recent granting by the fe d ­
eral court o f a petition o f a slot ma­
chine owner to operate in Kansas.
There is, however, this distinction:
The slot machine device purported to
sell lawful merchandise. In both
cases the petitions were based on the
interstate commerce character o f the
business. This character was recog­
nized in the slot machine ruling and
resulted in the criminal laws o f Kan­
sas being openly flouted fo r more
than a year. But in the case o f the
cigarette venders, the court held that
it was on its face a scheme to thwart
the Kansas law and denied the peti­
tion on that ground. However, the
peititoner went away with the com­
fort o f having elicited ^rom the court
a veiled criticism o f the Kansas anti­
cigarette law as being oppressive and
as being permitted to remain on the
statute books only because o f a lack
o f courage on the part o f legislators
to repeal it.
Perfume Machines
Appear in New York
A new type o f slot machine is tak­
ing possession o f New York. It is a
dime perfume dispensary.
It is becoming as common in hotels,
theater lounges and beauty parlors
as gum machines are on subway plat­
forms. Nearly 1,000 have been in­
stalled.
The dime brings a tiny glass tube,
carrying the aroma o f $20 worth o f
orchids or a dozen premiers.
